Auction
We won an auction last night. $3,500 for a Hylas 54 that would cost $8,000 for a week. This boat is wicked. I could tell you about it, but it is too wicked.
I got outbid on a kayak, hike, snorkel tour around Caneel, however. I made a dink bid up and up. He was going to win it at $301, but he had to bid $556 to get it. That is equivalent to a donation to the park of $255.
Perhaps I will get another one. I sent Heather an email about an alternative trip.

Gov. John deJongh Jr. declared a state of emergency late Friday for the Virgin Islands due to flooding, mudslides, and power outages from Hurricane Otto, finally moving away from the region.
After a fairly dry morning, the skies turned dark and the rain moved in again Friday afternoon. However, it wasn’t nearly as bad as experienced Tuesday, Wednesday and Thursday on St. Thomas and St. John but St. Croix got a deluge starting at 1:30 p.m. Late Friday afternoon, meteorologist Luis Rosa at the National Weather Service in San Juan that the worst of the day’s rain was already over. He also promised that Saturday and Sunday will be much improved.
“It will be a very nice day tomorrow and Sunday,” he said.
More rain is coming Monday as a tropical wave moves through the area, but it won’t be anything like Tuesday, Wednesday and Thursday. However, Rosa said there is a lot of uncertainty as to how much rain that wave will produce and what it will do after it passes through the area.
No one could be reached at the V.I. Territorial Emergency Management Agency to find out the status of the territory’s recovery from the recent deluges. Government House spokesman Jean Greaux did not return a cell phone call requesting information.
Early Friday evening, Government House sent out a press release announcing the state of emergency due to conditions related to the passage of what was then Subtropical Storm Otto.
V.I. Water and Power Authority spokesman Cassandra Dunn said there were still several problem areas on St. Croix. At Little Fountain near the island’s north side, linemen are walking into the area to make repairs because downed poles block their way and the heavy equipment needed to move them hasn’t arrived. She said that there were areas at mid island and toward the west that still have no power or only partial power.
On St. Thomas, Dunn said the Tennis Village section of Mahogany Run is without power because there was a fire on the pole. At Bolongo, lineman had to cut through 200 feet of bush in the rain to reach downed lines.
According to Dunn, St. John is in good shape.
The rain this week was certainly one for the record books. Tuesday’s 6.61 inches of rain at Cyril E. King Airport on St. Thomas was the fifth rainiest day on record. The rainiest was Sept. 8, 1953 when 11.86 inches of rain fell during Hurricane Dolly.
Tuesday’s rain also broke records for that date in both St. Thomas and St. Croix. St. Thomas’s 6.61 inches bested the old record of .67 inches set in 1981. St. Croix received 1.80 inches, more than the .73 inches that fell in 1956.
Wednesday set a new record for St. Croix. A total of 3.56 inches fell, passing the old record of 2.75 inches set in 1985.
Thursday was another record setting day on St. Thomas with 3.56 inches of rain beating the 1984 record of .95 inches.
According to the National Weather Service’s website, a total of 11.46 inches of rain fell on St. Thomas from Tuesday until noon Friday. The number stood at 6.86 inches for St. Croix.
The past few days definitely weren’t beach weather, but Caravan Gallery gift shop owner Radha Speer said that St. John visitors went shopping instead.
“They made the best of it,” she said.
At the Palms at Pelican Cove hotel on St. Croix, front desk person Pat Collins said the hotel was filled with workers on the island for a contract job at Hovensa so she wasn’t getting any complaints from them about the foul weather.
Antonia Rivera, the accounts receivable clerk at Terminex on St. Thomas, said the wet weather put a damper on company operations because the technicians couldn’t spray against bugs. But she had a good attitude.
“What can we do? It’s nature. We can enjoy it or be overwhelmed,” she said, laughing.

Nearly $2M in Funding Slated for Coki Point

Now that a 10-day cleanup effort has cleared Coki Point Beach of garbage and debris, the government is moving ahead with some more permanent improvements to the area, including plans for new restrooms and a boardwalk.
Public Finance Authority board members on Friday approved $750,123 worth of funding to finish off the project, which, according to Housing, Parks and Recreation officials, is expected to cost an overall $1.7 million. The department has already received a little more than $500,000 to start the project, but plans were stalled after an archaeological study revealed there are graves in the area, which forced a change in the design plans.
Since then, the project has been broken up into phases, the first of which will be the renovation of bathrooms to include a cistern and office, which is expected to cost -- according to the winning bid -- $472,000. The remainder is pegged somewhere around $261,000, Roy Canton, the department's territorial projects coordinator, told board members Friday. Canton said Housing, Parks is also including a 15 percent contingency -- about $97,000 -- in case there are more changes in the architectural and engineering plans or other unforeseen developments.
Also included in the plans is a vendor pavilion, with spaces for nine vendors instead of the initial 11 to 13, officials added. The extra funds needed to finish off the project will be coming from interest earnings on the 2003 gross receipts bonds, according to board members.

* $195,000 to complete renovations inside the Winston Raymo Recreational Center on St. Thomas (funds will be coming from interest earnings on the 2003 gross receipts bonds);
* $65,000 to construct a concession and bathrooms at Isaac Boynes Ball Park on St. Croix (the money will be coming from the PFA's project and administration fund)
* $17,500 to reimburse Housing, Parks for the cost of installing energy efficient lights at the Subbase paddleball and tennis courts;
* $75,000 for renovations to the Contant playground and basketball court; and
* $48,000 to finish work at the Kirwan Terrace basketball court, along with field and fence upgrades.
"The funding for these capital projects is important, because if you notice, they're all focused on improving neighborhoods," deJongh said after the meeting. "We have been looking at being aggressive with arrests, but we also need facilities for our kids to go."
Wrapping up Friday's meeting, the board also approved a $147,840 funding request for the Health Department to buy a new chiller for the Charles Harwood Medical Center (because one of the units is beyond repair, the building has become overheated, forcing workers to go home early, officials said), and gave the go-ahead for the V.I. Housing Finance Authority (VIHFA) to begin negotiating with the V.I. Water and Power Authority on a final lease agreement for space near Crown Bay.
VIHFA owns the land and has agreed to build an office complex that WAPA will lease in order to cover the debt service payment on up to $10 million in Recovery Zone Economic Development bonds that the PFA will be floating to finance the project. The proposal will come back to the PFA once an agreement between the two agencies is finalized, officials said.

Now that a 10-day cleanup effort has cleared Coki Point Beach of garbage and debris, the government is moving ahead with some more permanent improvements to the area, including plans for new restrooms and a boardwalk.
Public Finance Authority board members on Friday approved $750,123 worth of funding to finish off the project, which, according to Housing, Parks and Recreation officials, is expected to cost an overall $1.7 million. The department has already received a little more than $500,000 to start the project, but plans were stalled after an archaeological study revealed there are graves in the area, which forced a change in the design plans.
Since then, the project has been broken up into phases, the first of which will be the renovation of bathrooms to include a cistern and office, which is expected to cost -- according to the winning bid -- $472,000. The remainder is pegged somewhere around $261,000, Roy Canton, the department's territorial projects coordinator, told board members Friday. Canton said Housing, Parks is also including a 15 percent contingency -- about $97,000 -- in case there are more changes in the architectural and engineering plans or other unforeseen developments.
Also included in the plans is a vendor pavilion, with spaces for nine vendors instead of the initial 11 to 13, officials added. The extra funds needed to finish off the project will be coming from interest earnings on the 2003 gross receipts bonds, according to board members.

Man Arrested for Firearm Importation

Ricardo Nadal, 23, was arrested for bringing firearms into the territory.
Ricardo Nadal, 23, was arrested Monday and charged with transporting firearms, among other charges, after he landed in St. Thomas and was driving away from the airport.
Police said Nadal brought a firearm and a large amount of ammunition into the territory.
Immigration and Customs Enforcement agents told police Nadal was transporting a firearm and ammunition from Tampa, Fla., through Miami to St. Thomas on an American Airlines flight. Following Nadal’s arrival in the U.S. Virgin Islands, police targeted his vehicle and stopped it on the Airport Road. A search of the vehicle revealed two black gun cases containing one .45 caliber Glock 21 firearm; three 13-round magazines; one 30-round extended magazine; 150 .45 caliber rounds; and 50 .44 caliber Magnum rounds.
Police noted that the three magazines, the extended magazine and the 150 bullets were more than excessive for use by a legitimate owner. Police also noted that the 50 .44 caliber Magnum rounds could not be used in the Glock, leading police to believe that the ammunition was most likely going to be illegally sold on the streets of St. Thomas. Police also said their investigation revealed the firearm was bought in Nevada on July 30.
The suspect was charged with carrying firearms openly or concealed, evidence of intent to commit crimes of violence, possession or sale of ammunition and importation of firearms without a license.
Bail for Nadal was set at $75,000. Unable to post bail, he was turned over to the Bureau of Corrections.
Police Commissioner Novelle E. Francis Jr., said this arrest was the result of cooperation between the TSA, Immigration and Custom Enforcement and the V.I. Police Department.
“This individual was flagged in Florida, and information was transmitted to the VIPD that this person was bringing a firearm through the St. Thomas airport," Francis said. "My officers worked swiftly and the gun and ammunition were confiscated and thus not allowed to be utilized in the Virgin Islands."

With a catchy name and an eclectic menu, the Tourist Trap serves up tasty food in a very casual side-of-the-road setting.
“I always said if I opened another place it would be a little hole in the wall,” owner and chef Larry Grenier said.
He described the Tourist Trap as island funky and a spot where people come to relax.
“It’s what St. John used to be,” he said.
Grenier and his business partner, Cheryl Geller, opened the Tourist Trap almost two years ago after years of working at various restaurants and bars on St. John.
It’s on Route 107 just a couple of minutes from the popular Salt Pond Beach and at the start of the road to Concordia Preserve, and visitors find it easy to drop by for lunch, drinks or an early supper on their way home from the beach.
While the menu includes such things as fish sandwiches, hot dogs with homemade chili, meatball subs, and nachos with homemade roasted tomatillo sauce, the New England-style lobster roll is the star.
“I use the slipper meat from Caribbean lobster, a little mayonnaise …” Greiner said, ticking off the ingredients.
He slices the sides off hot dog buns to make the traditional buttered and toasted lobster roll.
A native of Manchester, N.H., Greiner’s worked at restaurants all up and down the East Coast for 20 years. He cooked, he waited tables and he bartended, but after doing the same at such St. John spots as Asolare and Skinny Legs since he arrived in 1994, he decided he’d had enough of the “front of the house.”
With a tiny kitchen housed in a plywood shack and an adjacent six umbrella- covered tables, he’s decided he’s right where he belongs.
“I always loved to cook and it seems to be working,” he said.
Geller, a Florida native, came up with the name the Tourist Trap. When kicking around ideas for the restaurant, she said that since everyone would think it was a tourist trap why not call it by that name.
She has a bachelor’s degree in communications design from the Parsons School of Design in New York. After working as a graphic designer in various locations she moved to St. John 11 years ago. She and her then-partner opened the Beach Bar, and she worked on opening the now-closed restaurant Tage.
She’s the mind behind the Tourist Trap marketing and a frequent contributor to travel forums that get the restaurant’s name in front of the public eye. She’s so well known that when her dog, Miles, recently died condolences poured in.
A big animal lover, another dog and five cats keep her company at the restaurant. And she maintains a feeding station for strays near the restaurant.
Geller is also a people person, enjoying her time visiting with customers.
“They come as customers but leave as friends,” she said.
The Tourist Trap is open from 11 a.m. to 6 p.m. Tuesday through Saturday. Call 774-0912.

Although residents breathed a sigh of relief when Tropical Storm Colin disintegrated Wednesday, hurricane season still has a long way to go until it officially ends Nov. 30.
And the rest of hurricane season doesn’t look pretty.
The Colorado State University hurricane forecast team of Phil Klotzbach and William Gray made that point clear Wednesday when they gave the territory a 27 percent chance of one or more hurricanes tracking within 50 miles and a 72 percent chance of them tracking within 100 miles.
The probabilities are even higher for named storms. According to Klotzbach and Gray, there's a 54 percent chance of one or more named storms tracking within 50 miles and a 72 percent chance of them tracking within 100 miles.
They said the Caribbean looks to be very active in 2010, with overall tropical cyclone activity in the region approaching levels experienced in 2004 and 2005.
In 2005, 28 storms, including the devastating Hurricane Katrina, formed. They put the chance of a major hurricane making landfall in the Caribbean and Central America at 64 percent. The long-term average stands at 42 percent.
Overall, the hurricane forecast team predicts tropical cyclone activity in 2010 will be nearly twice that (195 percent) of the average season.
By comparison, 2009 witnessed tropical cyclone activity that was about 69 percent of the average season.
Gray and Klotzbach maintained their June forecast of an above-average hurricane season with 18 named storms. With Alex, Bonnie and Colin ticked off the list, that’s 15 still to go. The next named storm will be Danielle.
Gray and Klotzbach predict that 10 those 18 named storms will become hurricanes. Of those 10, they expect five to develop into major hurricanes with sustained winds of 111 mph or greater.
The long-term average stands at 9.6 for named storms, 5.9 for hurricanes and 2.3 for major hurricanes.
Unusually warm water in the Atlantic and the development of a La Nina are the reasons the Colorado State team thinks 2010 will be an active year.
“We believe that a moderate La Nina will be present over the next several months, which is associated with decreased levels of vertical wind shear and increased hurricane activity,” Gray said.
According to Klotzbach, the very warm waters of the Atlantic are associated with dynamic and thermodynamic factors very conducive for an active Atlantic season.
The Colorado State team said current observed climate factors are similar to conditions that occurred during the 1952, 1958, 1998 and 2005 seasons, which overall had well above-average activity.
Klotzbach and Gray predict the 2010 season will have activity in line with the average of these four years.
As for the weather for the next week, meteorologist Luis Rosa at the National Weather Service in San Juan said that the remnants of what was Tropical Storm Colin will pass to the northeast of the territory Wednesday night. He expects the weather to clear up Thursday and remain clear for the next week.
“For the next seven days it will be tranquil,” he said.

Some gang dink shot 2 people on st thomas
This was in The Source today. Typical st thomas stuff -- a gang member got killed, so a gang member retaliated and managed to kill the other gang member and a 14-year-old tourist girl from a cruise ship.
So now the cruise ships probably won't come to st thomas anymore. This is absolutely pathetic, and the police are giving it just a little lip service and nothing more. It's been going on for years.

A handful of taxi drivers sat talking Tuesday morning near the intersection across the street from Vendor's Plaza, mulling over the unusual calm that had settled over downtown St. Thomas.
Usually, with a ship in port, the area was buzzing, but on Tuesday, only handfuls of tourists moved about, some sitting in Emancipation Garden or milling up and down Main Street, many with a copy of a newspaper in their hands.
"Murder, murder, murder," one taxi driver said loudly, as he unsuccessfully tried to offer one passing family a ride to the beach. "That's all everyone is talking about. Well, we need this [tourism] industry, too. It's all we have to survive on."
Similar conversations could be heard all over the island Tuesday, as many residents thought about the territory's economic future in the wake of a gruesome double homicide at Coki Point Beach that left two people dead -- including a 14-year-old tourist whose family was traveling aboard the Carnival Victory. One of the most common questions heard on the street or asked over the radio airwaves was whether the cruise ships, the territory's lifeblood, would be pulling out now that reports of Monday's incident have hit the international media.
At this point, no one has said that. And speaking from her office early Tuesday morning, Tourism Commissioner Beverly Nicholson-Doty said she would remain positive as she prepared to resume the steady stream of calls to the cruise lines that began Monday afternoon after the shootout erupted.
"We have to be positive as we look at how we move through this horrible incident, and see how we can use it to make the Virgin Islands a better place, both for our residents and our visitors," she said. "So all the discussions between yesterday and today with the cruise lines, and all of our partners, is focused on what's at stake and what we have to do. We have to work closely with everyone, all of our partners right now, to make sure everyone is comfortable."
But while there's no talk of pulling out, Carnival has since suspended "all excursions that include the Coki Beach area until further notice," according to a statement released Monday. Carnival is not releasing any additional information at this point, and has not given an indication on how long the suspension will be in effect, or how talks are going between the company and local officials.
However, Coral World owner Trudie Prior said Tuesday she was told by Carnival that tours would be suspended indefinitely, while Princess Cruise Lines has said they would not be coming to Coral World for at least four visits before revisiting the issue. Prior added that Norwegian Cruise Line is currently in talks with its legal department.
"Business was terrible," she said Tuesday. "We have had cancellations from hotels as well for activities, and people have been asking for their money back on tours that were booked in advance."
Prior has long been pleading with the government to clean up Coki Point and address everything from the criminal activity near the beach to the barkers that frequent the area.
"Coki has not gotten the kind of government attention it needs, and I can only hope that what has happened in the last 24 hours is going to move them to take an aggressive stance and do what they need to do to make sure that it's not viewed as a place to avoid," Prior said.
As far as anyone heard Tuesday, most of the government's top officials were booked up in meetings -- either talking strategy with one another or with representatives from the cruise lines.
Police Commissioner Novelle Francis Jr. said early Tuesday that the department was working on a strategic safety and security plan in anticipation for another meeting with Carnival that afternoon.
All the usual strategies, such as saturated patrols and routine traffic stops, will continue to be in effect, but police will also be using information they've gathered to monitor and track the "associates" of suspected criminals, along with some of the individuals working behind the scenes. Gang activity and retaliatory attacks are what police have said is contributing to the increase in violent deaths throughout the territory, so Francis said the officers are going to try and cut that off at the source.
"When something like a murder happens, the retaliation goes back and forth continuously to resolve these issues, so we want to take action immediately to minimize that," he said Tuesday. "We're going to be out there and in these people's faces -- we're going to respond to every case and try to bring some calm to this situation."
A new set of officers will be deployed at the end of the week, and patrols will also increase in "violence-prone" neighborhoods, Francis said. He added that a number of federal agencies have been in contact since the incident to offer help, and are being built into the strategic plan.
"We want to show that we've got a handle on the situation," he said Tuesday. "We want to show everyone that we're here to protect this community. We've made an arrest -- hopefully that makes an impact."

And there were such loud howls about betrayal, disloyalty, selfishness, revenge and intrigue that it might have impressed even a Shakespearean court.
“I’m going to take my talents to South Beach,” LeBron James told Jim Gray on ESPN’s special — and specially obnoxious — show, “The Decision,” as though he were going on spring break.
It’s always a bad sign when people begin talking about themselves in the third person. “I wanted to do what was best, you know, for LeBron James, what LeBron James was going to do to make him happy,” LeBron James told Michael Wilbon on ESPN after the special.
ESPN’s 28 minutes of contrived suspense over James’s narcissistic announcement that he was going, aptly, to My-Am-Me played like “The Bachelor,” without the rose for the winner.
“Kobe Bryant has twice re-signed with the Lakers — no TV special,” said David Israel, an L.A. TV writer who had a renowned sports column at The Washington Star when I had an obscure one about tennis. “Alex Rodriguez got more than twice as much money when he left his first team, Seattle — no TV special. Tom Brady, three Super Bowls in the nation’s most popular sport, quietly re-signs with the Patriots when his contract expires.”
The special was packaged by Gray and James’s agents, with Gray asking lame questions. CNBC reported that Gray was paid by James, a claim the veteran sports broadcaster denies. It drew more than nine million viewers — more than baseball games, home run derbies and even some N.F.L. Monday night games.
The setting of the Boys and Girls Club of Greenwich, Conn. — with no interaction between the King and the kid-props — was weird.
“What was up with that?” wondered Israel. “He wanted to show how much he cares about the welfare of the children of hedge fund managers?”
Asked by Wilbon about Cleveland fans burning No. 23 jerseys in the street, James noted that if “you put the shoe on the other foot and the Cavs would have got rid of me at one point, would my family burn down the organization? Of course not. This is a business.”
James said he did not want to make “an emotional decision.” But it was a personal decision. The kid who grew up poor in Akron without a father — moving 12 times between 5 and 8 — regards his teams as family. So much so that he ruled out bidding teams, like Chicago, that ruled out putting any of his “LeBrontourage” on the payroll.
His decision came after he consulted with his mom and formed a hoops cartel with his pals Chris Bosh and Dwyane Wade. It’s usually women who get accused of needing to go places (restaurant bathrooms) together.
James wanted to be wooed because he missed any courtship when he was drafted by the pros right out of high school. But the 25-year-old superstar, who tweets as King James and tattooed “Chosen 1” on his back, got lost in the stratosphere of sports marketing advice and wound up with too many people whispering in his ear. He seems to have no idea of the public relations damage he has inflicted on himself.
“Never has so much time, effort and money been expended by an individual to diminish himself,” Israel told me.
A sports TV executive I know agreed: “I don’t think he has any concept that people will be rooting against Miami harder than ever. These three players have attempted to hijack the league and said, ‘We’re all good buddies who are going to gang up and go to one team and dictate who wins championships.’ ”
After seven years as the local hero, James should have shown more class than to let the Cleveland owner, coach and fans hear about his defection on TV, broadcasting from cosseted Greenwich to struggling Cleveland.
It is true, as The Washington Post’s Mike Wise put it, that a message to fans from the Cavaliers owner Dan Gilbert, accusing James of a “cowardly betrayal,” sounded like “the kind of psycho, ex-girlfriend letter that certifies LeBron made the right decision.” But you feel the rabid pain of Gilbert, who was clearly played. He exacted further revenge by dropping the price of a life-size James decal from $99.99 to $17.41, the year Benedict Arnold was born.
In essence, James was acknowledging that he didn’t think he could lead a team — or at least that team — to a championship on his own.
“The King abandoned the throne like Edward VIII, not for love of a latter-day Wallis Simpson, but for fear of failure,” Israel said. “All the bravado has been a pose. He’s not a leader, he’s not an alpha, he’s just a pack animal. In Miami, Dwyane Wade is the alpha dog.”
Israel believes James would have had a better chance to win in Chicago: “These guys don’t fit together on the Heat. It’s kind of like asking Jackson Pollock to finish a painting Picasso started.”

The Celtics, The Greatest Franchise In The History Of Sport, signed Jermaine O'Neal yesterday. He is wicked.
Jermaine Lee O'Neal (born October 13, 1978[1][2]) is an American professional basketball forward-center for the Boston Celtics. The 6 ft 11 in (2.11 m), 255 lb (115 kg) forward-center had a successful high school career and declared his eligibility for the 1996 NBA Draft straight out of high school. He was selected by the Portland Trail Blazers with the 17th pick of the first round, but O'Neal was unable to break into the first team in Portland and was traded to the Indiana Pacers in 2000. In his eight seasons with the club, he was voted an NBA All-Star six times, made the All-NBA teams three times, and was voted the NBA Most Improved Player in the 2001–02 season. He also helped Indiana reach the NBA Playoffs six times, including the Conference Finals in the 2003–04 season. He was traded to the Raptors before the 2008–09 season began, and traded to the Heat midway through the same season. Red Sox Win 5th Straight
The Boston Red Sox won again last night, 6-5 over the dodgers, even though Manny Ramirez hit a home run.

Chances are good that a major hurricane will track into the Caribbean during the 2010 hurricane season, Colorado State University forecasters Phil Klotzbach and William Gray said in a press release issued Wednesday.
They put the probability of a major hurricane tracking into the Caribbean at 65 percent. The average for the last century is 42 percent.
Hurricane season runs June 1 through Nov. 30.
“We anticipate a well above-average probability of United States and Caribbean major hurricane landfall,” Gray said.
The team upped its April prediction to 18 named storms, with 10 of them developing into hurricanes. Klotzbach and Gray expect five of them to become major hurricanes with winds of 111 mph or greater.
In April, Klotzbach and Gray suggested that the number of named storms would sit at 15, with eight of them becoming hurricanes. They expected four of them to become major hurricanes. The long-term averages are 9.6 named storms, 5.9 hurricanes and 2.3 major hurricanes per year.
Their forecast comes on the heels of one issued last week by the National Atmospheric and Oceanic Administration, which put the number of named storms at 14 to 23. They expect eight to 14 of them to develop into hurricanes and three to seven to reach major status.
The Colorado State hurricane forecast team predicts tropical cyclone activity in 2010 will be 195 percent of the average season. By comparison, 2009 witnessed tropical cyclone activity that was about 69 percent of the average season.
Currently observed climate factors are similar to conditions that occurred during the 1958, 1966, 1969, and 2005 seasons, the Colorado State team said. The average of these four seasons had well above-average activity, and Klotzbach and Gray predict the 2010 season will have activity in line with the average of these four years.
According to Klotzbach, the current trend from El Nino to neutral conditions will persist and weak La Nina conditions will develop by the most active portion of this year’s hurricane season in August through October.
“El Ninos typically increase levels of vertical wind shear in the tropical Atlantic, causing detrimental conditions for Atlantic tropical cyclone formation and intensification,” Klotzbach said.
The hurricane team's forecasts are based on the premise that global oceanic and atmospheric conditions—such as El Nino, sea surface temperatures and sea level pressures—that preceded active or inactive hurricane seasons in the past provide meaningful information about similar trends in future seasons.
The team also updated its U.S. landfall probabilities, which are calculated based on historical landfall statistics and then adjusted by the latest seasonal forecast.

Like -- I brought some gold to Sandy Stein yesterday and she is going to combine my old ring, a GTE or Wang award ring with some semi-precious stones, and a chain into a new ring. Right now I don't have a wedding ring on my little hand. And my father's gold cuff links have $1,000 of gold in them. So I am giving them to SAH.

Reader David Knowles asks about road striping: "A while back the lieutenant governor (Gregory Francis) and the DPW (Department of Public Works) made a big deal about STX getting a new machine to paint lane markers on the roads. I saw some lines near Salt River and the new Scenic Road but nowhere else. Did the machine get broken? Did they forget to buy paint? The cross walks desperately need to be painted and signs to yield to pedestrians."
The Source caught up with Assistant Public Works Commissioner Roberto Cintron Thursday and asked about the status of road striping since the department received two new striping machines last July. During a recess in Senate committee hearings on his nomination to the V.I. Board of Land Use Appeals, Cintron said the new striping machine is great and fast on newly paved roads. But a lot of the striping that needs to be done is on older, rutted roads and on those roads the new machines would leave a more squiggly line. So for most roads, the department uses walk-behind machines, which offer more control but work more slowly, he said. Those machines are being used now for work at Bassin Triangle. Striping is also generally done at night to avoid interfering with traffic, he said.
For more specific detail, Cintron referred questions to Deputy Commissioner of Transportation Karole Ovesen-McGregor. Messages were left for Ovesen-McGregor at her office on Tuesday, Wednesday, Thursday and Friday. On Wednesday, she spoke briefly with the Source and mentioned the work being done at Bassin Triangle. She said she was in the midst of a conference call and would call back when she had a moment.

Penultimate
Today is a day of penultimates.
The penultimate day before leaving on a sailing trip.
The penultimate NHL Eastern semifinal playoff game was last night, and the Bruins won by underscoring philly.
The penultimate NBA Eastern playoff series will end tonight in the potential penultimate game that instead will be the ultimate game. And that will make the next series, against orlando, the penultimate series for the Celtics.
And I will undoubtedly take penultimate research time in my little library, with the ultimate research time tomorrow morning.

I figured out how my iphone gps works.
I figured out how my iphone gps works.
It needs two inputs.
1. It needs a gps signal from the gps satellites. At least three of them so it can triangulate a position.
2. It also needs a data signal -- two ways -- so it can send the gps info to a data base somewhere and get a map onto the iphone showing the exact location.
A very sophisticated gps, for example, in a car or on a boat, has a dvd with all the gps maps on it. The little iphone doesn't, so it has to access a data base.
I figured this out because we turned on the "airplane" mode, tried "map", and the iphone gave us an error message saying we needed wifi to function. So it definitely needs the data link. And it obviously needs at least 3 satellites, since that is how gps works.

Bruins Win in Double Overtime

Boston Marathon
Some guy from Ethiopia or Kenya won the Boston Marathon in record time. But get this, two American guys did well. 4th and 5th place. And the 4th place guy finished just two seconds behind 3rd.

Chinese Food
I had a dream last night that I was at a convention, and everyone went to the banquet, but I had to leave the building and go buy some Chinese takeout food and bring it back to my cubicle and eat it. It cost about $10, and I was just about to give some cash, but the person in front of me swiped his credit card, so I did too. I got a plate, and a brownie, but no drink. So I had to go to another place for a drink. And then I woke up. M went to the banquet. The most amazing thing is, I had a Reader's Digest to read and keep me busy during the dinner, which I didn't get to eat since I woke up. And I never got to read either, since I woke up. The Reader's Digest was in my pocket.

Bases loaded, no outs - - no runs
The Boston Red Sox were in extra innings yesterday, and had runners at all the corners in a tie game at Fenway. No outs, pillows populated.
So David Ortiz hit a shitty little ground ball for a force out at home. Then someone else hit a ground ball double play. And in the next inning, some dink got a home run so the Red Sox won 1-3, even though they were actually outscored.

Celtics win the last game of the season
Once again, the Boston Celtics won a basketball game even though they were outscored by the other team. This astounding run of winning games when being outscored is yet another record by the lads.
They will obviously win all their playoff games this year if that continues.

Yacht Club
The Yacht Club will have to figure out how to update the web site somehow, because I am not going to do it.
Too bad, but that's the way it is.
The current commodore, who actually made the statement that he was trying to modernize the club by sending info by email, is unable to send an email. A mere novice.
For your info, Commodore Gerald H. Hills was the person who modernized the Yacht Club by personally gathering all the email addresses and sending info via email. Also creating the web site. Also creating the Bob Eaton Award.
And another thing, Commodore Hills respected the By-Laws.

Bruins Win Again, and Go Into 6th Place
The Bruins won again. This time they really won. 3-1. Moved into 6th place in the East, so they are fairly sure to make the playoffs. 3 points ahead of 9th place. Incidentally the Bruins are 6-3-1 in the last 10 games. Pretty good.
The Celtics are in 3rd with 4 games left, and should win all 4 of them.

Patriots add a defensive lineman
I knew this would happen. The Patriots added a veteran defensive lineman to their roster yesterday. Some guy from the Carolina Panthers who is 32, 301 pounds, and was formerly a #1 draft pick -- #12 in the entire draft.
He is 32, which is a tad old, but most likely will be able to play 3 more years. This adds wicked depth to the defensive line. Now they can draft a wicked stud with their #1 pick (#22), and have all kinds of depth.
They added a tight end, and will probably get another one in the second round.
Here is what they will draft in rounds 1 and 2.

Rush linebacker.
Wide receiver.

How About Some More Days Off
Our local government likes to take days off. This article was in today's Source, the online newspaper at www.stjohnsource.com.
Easter is this Sunday. In normal places, people take off Easter, which is a Sunday so it's no big deal.
Here, we start with Holy Thursday, Good Friday, Saturday off because it is a weekend, Easter Sunday, and then Easter Monday of all things.
Pretty pathetic.

On Saturday, most government offices are closed as usual. Sunday is Easter and Monday is Easter Monday.
Transfer Day ceremonies, which commemorate the 93rd anniversary of the 1917 transfer of the former Danish West Indies to the United States, will be held Wednesday on St. Thomas and St. Croix.
"It's probably the one event that helped to set the modern Virgin Islands. It came at a time of great economic downturn, and had repercussions on the culture, history and society," said David Edgecombe, an assistant to Gov. John deJongh Jr.

Celtics Won Again
The Celtics won again by so much that I am not even going to mention the score. It was highly embarrassing and I had to turn it off before the end of the game.

Rolex Regatta - - Day 1

Interlodge made a good showing on day one.
Before the start of racing Friday at the International Rolex Regatta, tactician Bill Lynn (Marblehead, Mass.) predicted that in IRC class it would be a match race between his team on Austin and Gwen Fragomen's (New York, N.Y.) 52-foot Interlodge and the team aboard Richard Oland's (Rothesay, NB, Canada) Vela Veloce, also a 52-footer. "Then we have to just hope the rest falls into place for us," he added, noting that four of the eight boats in his class were 40 footers likely to have tight racing as well, and it would be up to each boat's IRC rating to equalize the size discrepancies.
After all was said and done, Interlodge, with Lynn driving last-minute for Fragomen when Fragomen fell ill, won Friday's first "town" race, which went from St. Thomas Yacht Club to Charlotte Amalie. As the crow flies, the distance was only five miles, but the Race Committee made sure to extend the experience by throwing in some hitches that took each of six classes back upwind before making a final run to the finish inside Charlotte Amalie's expansive harbor where tourists and townspeople alike got an eyeful of color at lunchtime.
One of the 40-footers, Michael Williamson's (London, UK) White Heat, took a second-place finish in the race, leaving third for Vela Veloce and leading Lynn to reflect at the end of the day: "It will be interesting to see if they (White Heat) are a factor the rest of the weekend." For today's second town race, which reversed course back to St. Thomas Yacht Club, Vela Veloce skunked Interlodge at the start and sailed cleanly to win, while Interlodge settled for second. And it was another of the 40 footers, William Coates' (Bellaire, Texas) J/122 Otra Vez that took third on corrected time.

"It's hard to know how you are doing when you can't see some of the other boats you are sailing against," said Lynn. "We'll just keep trying to get ahead of Vela Veloce, then work for efficiency around the race track; don't tack too much and hope to save time on the little boats."
For all, the day yielded spectacular racing under sunny skies with 15-18 knot breezes keeping sailors on their proverbial toes. In sync with moving things along at a brisk pace was the Race Committee, which calmly started several classes on the return trip while others were still finishing, all in a harbor where anchored yachts added tactical challenges to the tight quarters.
"It's my crew's fault," deadpanned Antonio Sanpere (Christiansted, VI), who handily won both races with his J/36 Cayennita Grande in CSA Non-Spinnaker Racing Class. "No matter how I tried to screw up, they made it right." In the following easterly at the start of the first race, Sanpere launched his 120% reacher to easily pass to port of natural navigational obstacles that others had to come "way up" to avoid. That was the start of his winning moves, which have enabled him to win this regatta four times before as a skipper.
In Spinnaker Racing 2 class, it was a day specially tailored for sport boats, especially in the downwind planing conditions encountered during the first race. Currently leading among 12 boats is Dave West's (Road Town, Tortola, BVI) Melges 32 Jurakan, but tied on points is Chris Stanton's (Christiansted, St. Croic, USVI) Melges 24 Devil 3.
The Beach Cats had their own brand of zip-along excitement, especially John Holmberg, who was sailing with his 11-year-old son Kai on the Hobie 16 Time Out. It was on Holmberg's list of "things to do before I die," and he couldn't have been happier when his son turned to him during the race and said, "Dad, even millionaire kids don't have as much fun as I'm having out here!"

The St. Thomas shop is one of the largest in the Caribbean and is located on the historic waterfront of downtown Charlotte Amalie. We've learned that the Patriots held a private workout with SMU Mustang wide receiver Emmanuel Sanders yesterday. QB Coach Bill O'Brien was reportedly in attendance.
Sanders made a splash at the Senior Bowl, showing explosive speed and sure hands. He later ran a 4.41 at the combine, also sporting a 6.6 3-cone and showing off a 39.5" vertical jump.

Celtics win again and set another record
The Boston Celtics, the Greatest Franchise In The History Of Sport, won for the zillionth straight time last night, beating Houston 244-1, giving up a highly controversial point on a free throw for an alleged foul that allegedly occurred at the final buzzer, but which replays showed wasn't a foul and occurred at least 29 seconds after the conclusion of the game. I got the cats
The cats all need flea medication on their necks once every 30-45 days. Today we got two of them. Yesterday I got Mr. Pants. M puts the medicine on while I hold them. Z tensed up and cried, mostly because she is Mrs. Scaredypants. Henry doesn't mind, although he twitches a lot during the ordeal.

My table
My dining room table has been sanded to 1500 grit. But when something is placed on it, a stain is left. I can't figure this out. So my new plan is to re-sand at 400 grit, and then put on a hard finish. Multiple hard finishes, with sanding between coats. Then sand that hard finish to 1500 grit. I think that will work just fine.

Dioxins
This is from Wikipedia. The definition of dioxins. Apparently the proposal to burn petcoke in the Virgin Islands would create dioxins as a byproduct of electricity production. It looks to me like we don't want this to happen. This is one of the reasons the entire population of the Virgin Islands is against the petcoke proposal, while only a few government officials seem to be in favor of it.

The polychlorinated dibenzodioxins, which can also be classified in the family of halogenated organic compounds, have been shown to bioaccumulate in humans and wildlife due to their lipophilic properties, and are known teratogens, mutagens, and carcinogens.

Pet Coke Fight Moves to Senate

Proponents and opponents dug in their heels Tuesday at a Senate hearing on the pros and cons of planned waste-to-energy and petroleum-coke-powered electric plants.
Last summer, the V.I. Water and Power Authority and V.I. Waste Management Authority entered into agreements with Alpine Energy Group (AEG) for the construction of two power plants - one on St. Croix's south shore by Hovensa and one in Bovoni on St. Thomas.
The plan is to reduce energy costs in the territory by replacing expensive oil-fired generators and solve the territory's mounting waste problems by generating power from pelletized municipal refuse and cheap petroleum coke—a waste by-product of the Hovensa oil refinery.
The issue before the Senate is whether or not to approve leases to AEG on government land on St. Thomas. But the day-long hearing of the Economic Development, Energy and Technology Committee covered the broader question of the advisability of using petroleum coke and not the lease agreements. WAPA, WMA and AEG officials argued the plan saves money, provides base power production necessary to permit solar and wind to be included in the mix and was the only solid, real proposal by a company actually likely to deliver. Environmentalists were inalterably opposed to petroleum coke on principal, speaking little of price or practicality.
Though his agency is not a party to the contracts, Planning and Natural Resources Commissioner Robert Mathes testified strongly in support of the AEG plan, arguing that closing the existing landfills was a much more pressing environmental problem.
“Ask yourself: isn't it better to know that a waste-to-energy facility will undergo rigorous permitting and comprehensive monitoring than continue to live with unregulated dumps that are ticking environmental time bombs?” Mathes said. "How many Crucians remember the many years when a smoky and acrid odor would literally overwhelm the senses upon deplaning at Hamilton/Rohlsen airport? And how many St. Thomians, especially the Bovoni and Bolongo Bay residents, recall the odor and fly problems that persistently affected their communities for decades? "
Steffen Larsen, a renewable energy activist whose home is entirely powered by solar and wind energy, argued WAPA rejected what he portrayed as a much cleaner and cheaper proposal for burning trash to generate power from a company called Bioenergy Inc.
According to Larsen, that company's proposal was leaked to him by unnamed WAPA employees. WAPA was not disclosing the details of the 13 or so proposals that were not selected, Larsen said.
"I will leave you to wonder why," he said. Later, Larsen held up pictures of President Barack Obama and former Alaska Gov. Sarah Palin, saying the decision on AEG was a choice between the two.
When asked by Sen. Louis Hill why Bioenergy was not selected, WMA Director May Adams Cornwall said her agency rejected a proposal from Bioenergy in 2007 because the technology was unproven and the company's management raised some red flags. To meet WMA's conditions, the technology had to have a track record of at least five years of ongoing operation inside the United States. Instead, it had never been used in the United States at all, though there was some use in Europe, she said.
"To compare, AEG's fluidized bed technology has been in successful use for over 30 years," she said. According to Cornwall, WMA was also concerned about the management structure of the company and "unsatisfactory" answers submitted to WMA questions.
"It seemed their own representatives were not agreeing with one another in the presence of my staff," she said.
WAPA Executive Director Hugo Hodge Jr. said similar concerns eliminated Bioenergy from final consideration at WAPA, including offering to supply specific power plant equipment that was long obsolete, apparently not knowing much about the industry.
"It is a bad signal if they are offering way-old technology that does not even exist anymore," he said. As to the technology, he said it looked interesting but was too high a risk.
"On the mainland, a utility can take that risk with technology because they have the larger grid to fall back on," he said. "On a small island, we don't have that grid as backup."
Michael Baron of the St. Croix Environmental Association argued the plan should be scrapped in favor of wind.
""Experts … say that utility-scale wind power to WAPA could take just two years after their wind studies are complete," said Baron. "So while we plan to build dirty petroleum coke plants, we could have clean energy from renewable sources in the same three-and-a-half years as the Alpine scheme," Baron said. He would use the word "scheme" nine more times in the course of his five minutes of testimony.
Wind and solar are both intermittent and by their nature cannot provide the base power production needed by residents, Hodge reiterated in response.
"Once we have met this core requirement, we can then add solar and wind to fill in our requirements as available," he said.
Sen. Nereida "Nellie" Rivera-O'Reilly pursued a line of questions about how ash from the plant would be stored and disposed of. AEG Vice President Don Hurd said the ash would be sold or given to cement makers on- and off-island and if it could not be sold, AEG was bound by its contract to ship all of it out of the territory. Before being shipped off, the ash would be stored out of the wind and weather in metal silos with vacuum systems to keep dust in, according to Hurd.
Hill, Committee Chairman Craig Barshinger, Sen. Sammuel Sanes and others questioned Hodge and the other testifiers extensively on whether there was any way to only use trash and eliminate the pet coke component. Hodge said the territory did not produce enough trash to provide for a major part of WAPA's base-load power production.
Trash could indeed be brought in from elsewhere, reducing the need for pet coke. But having a long-term agreement in place with Hovensa for the pet coke made the entire project's finances steady and predictable, enabling lenders and investors to sign off on contracts to finance building the plants, while there was no guaranteed source of trash at a predictable price upon which investors could rely, he said.
More generally, many alternatives being suggested captured the imagination, but were not based on real science, numbers or actual viable proposals, Hodge said.
"They are all options, but not unless someone submits an actual, concrete bid," he said. "OTEC [ocean thermal energy conversion] is one I have a great feeling for myself. But it is not proven. There is no model running anywhere right now .… Ocean-current generation I think is a great idea; it can work. But there are problems with environmental fouling of the propellers."
In sum, Hodge said he wants to support an entirely green, alternative power system, but the actual science, dollar figures and proposals from viable companies all pointed toward the AEG agreement, with wind and solar added into the mix once the grid is upgraded and the base power supply is secure.
"We have to at some point be honest with ourselves," he said.
The hearing was an information-gathering session, with no lease or bill under immediate consideration. No votes were taken. Present were Sens. Hill, Barshinger, Sanes, Rivera-O'Reilly, Usie Richards and Neville James.

"It is a bad signal if they are offering way-old technology that does not even exist anymore," he said. As to the technology, he said it looked interesting but was too high a risk.
"On the mainland, a utility can take that risk with technology because they have the larger grid to fall back on," he said. "On a small island, we don't have that grid as backup."
Michael Baron of the St. Croix Environmental Association argued the plan should be scrapped in favor of wind.
""Experts … say that utility-scale wind power to WAPA could take just two years after their wind studies are complete," said Baron. "So while we plan to build dirty petroleum coke plants, we could have clean energy from renewable sources in the same three-and-a-half years as the Alpine scheme," Baron said. He would use the word "scheme" nine more times in the course of his five minutes of testimony.
Wind and solar are both intermittent and by their nature cannot provide the base power production needed by residents, Hodge reiterated in response.
"Once we have met this core requirement, we can then add solar and wind to fill in our requirements as available," he said.
Sen. Nereida "Nellie" Rivera-O'Reilly pursued a line of questions about how ash from the plant would be stored and disposed of. AEG Vice President Don Hurd said the ash would be sold or given to cement makers on- and off-island and if it could not be sold, AEG was bound by its contract to ship all of it out of the territory. Before being shipped off, the ash would be stored out of the wind and weather in metal silos with vacuum systems to keep dust in, according to Hurd.
Hill, Committee Chairman Craig Barshinger, Sen. Sammuel Sanes and others questioned Hodge and the other testifiers extensively on whether there was any way to only use trash and eliminate the pet coke component. Hodge said the territory did not produce enough trash to provide for a major part of WAPA's base-load power production.
Trash could indeed be brought in from elsewhere, reducing the need for pet coke. But having a long-term agreement in place with Hovensa for the pet coke made the entire project's finances steady and predictable, enabling lenders and investors to sign off on contracts to finance building the plants, while there was no guaranteed source of trash at a predictable price upon which investors could rely, he said.
More generally, many alternatives being suggested captured the imagination, but were not based on real science, numbers or actual viable proposals, Hodge said.
"They are all options, but not unless someone submits an actual, concrete bid," he said. "OTEC [ocean thermal energy conversion] is one I have a great feeling for myself. But it is not proven. There is no model running anywhere right now .… Ocean-current generation I think is a great idea; it can work. But there are problems with environmental fouling of the propellers."
In sum, Hodge said he wants to support an entirely green, alternative power system, but the actual science, dollar figures and proposals from viable companies all pointed toward the AEG agreement, with wind and solar added into the mix once the grid is upgraded and the base power supply is secure.
"We have to at some point be honest with ourselves," he said.
The hearing was an information-gathering session, with no lease or bill under immediate consideration. No votes were taken. Present were Sens. Hill, Barshinger, Sanes, Rivera-O'Reilly, Usie Richards and Neville James.
